HOUSE CONCURRENT RESOLUTION NO. 73

Directing the joint committee on government and finance to make a study on counseling in the public schools of the state.

Whereas, High quality school counseling services should help students to achieve optimal personal growth, acquire positive social skills and values, set appropriate career goals and realize full academic potential to become productive, contributing members of the world community; and

Whereas, Parents, teachers and society expect school counselors to work directly with children, helping them cope with the complex issues affecting them in today's world; and

Whereas, School counselors have great potential to impact the learning and lives of a wide population of children through academic development, career development and personal/social development, if they are permitted to do their intended work; therefore, be it

Resolved by the Legislature of West Virginia:

That the joint committee on government and finance is hereby directed to review, examine and study the laws, policies and practices in the public school that affect school counseling, the ability of school counselors to do their intended work and the recognition of national standards for school counseling; and be it

Further Resolved, That the said joint committee on government and finance shall conduct the study and prepare a report of its findings, conclusions and recommendations together with drafts of any legislation necessary to effectuate its recommendations; and be it

Further Resolved, That the joint committee on government and finance report to the regular session of the Legislature, 2002, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and be it

Further Resolved, That the expenses necessary to conduct this study, to prepare a report and draft necessary legislation be paid from legislative appropriations to the joint committee on government and finance.
